Honestly the program is nothing more than a converter. It converts your voice into electrical signals and sends them into cyber space. TS and vent work just the same.

The real key is the server that is running your system. Pvp is about timing and tactics. If you are running a spike build and you need to cordinate your attack there is a slight delay from when the person speaks to when you accually hear it. If your server does not have the hardware or bandwidth to handle it your spike will be off and make the battle that much harder for you.

That factor will make or break your spikes. Focus more on the server than the program. TS and vent are both good. I do agree that vent has a better quality but its really personal preference. Make sure the server has a high bandwidth connection with an ethernet card that handle the transfer rate. Example, you have a 400mb/sec connection but your ethernet card can only process 100mb/sec. You have the bandwidth of 400mb but you can only allocate 100mb of that 400. Make sure your ethernet card matchs the bandwidth from your provider.
